I have my mining set to CC - 250, MC - 1000, and power at 175W and getting ~71 MH/s. try moving the card, expose the backplate, cool it and see if it improves. Your honeywell fan maybe ineffective because the back plate is covered by the PSU. So I would aim your fan at the back plate. The backplate seems to be hot so I think it is one one of key piece to VRAM cooling. There are some intake holes at the bottom of the case so the GPU cooler probably would not choke out of air. You will have to take out the 2.5inch bay. One thing could try is to move the 3080 to the last PCIe slot. In an hour it brought that V.ram temp down to 98-100, so almost 10C from max, or 6C from previous state. In Late Jan 2021, I really want a 3080 pronto to get into the mining craze and since I'm due for a complete system upgrade from a i7 3770, 1080 Ti, I've purchased a refurbished Alienware Aurora R11 with 3080 for $2099 (10700 Heatsink, 16GB ram single channel, 256 NVME, 2TB HDD, RTX 3080) from a seller called DCR through Bestbuy. In the current GPU market, it seems like Dell / Alienware's offering was one of the better one to get a 3080. Sharing my modification on the Alienware Aurora R11 to allow me to game and mine without being deaf on a i7 10700, 3080 config.
